The initiative is of the Portuguese Navy and aims to test unmanned security and defense systems and other technologies in different environments. Troia is home to the Navy's Operational Experimentation Center, which will also host a NATO defense innovation center from the Defence Innovation Accelerator for the North Atlantic (DIANA) initiative.

According to the data, the Navy ZLT will occupy an area of more than a thousand square miles, covering part of the municipalities of Sesimbra, Setúbal and Grândola, and will be monitored from the Navy Operational Experimentation Center (CEOM) in Troia.
